The Academic Council is the highest collegial governing body of the university. Its membership is approved annually.
The Chairperson of the Academic Council organizes the work of the Academic Council and ensures its operations in accordance with the Order of the Minister of Science and Higher Education of the Republic of Kazakhstan “On Approval of the Model Rules for the Activities of Organisations of Higher and Postgraduate Education” dated April 1, 2025, No. 157, and the university’s Regulation on the Academic Council.
The activities of the Academic Council are based on open collective discussion of issues within its competence.
The Academic Council organizes its work based on the Work Plan for the academic year.
The goal is to ensure effective, transparent, and democratic governance of the university’s activities in accordance with the priority objectives of the higher education system, the university’s development strategy, and the participation of staff and students.
The main responsibilities include:
1) reviewing, discussing, and making decisions on key issues of academic, educational, research, innovation, and administrative and economic activities;
2) promoting the implementation of innovation in educational and scientific processes;
3) ensuring transparency and accountability of its activities to stakeholders, including the public and government agencies;
4) strengthening interaction between the university’s structural divisions to achieve common goals;
5) considering issues of academic or scientific interest on its own initiative or at the suggestion of the university’s structural divisions and taking appropriate action;
6) analyzing the implementation of Academic Council decisions, assessing the results achieved, and taking corrective measures if necessary.
Decisions of the University Academic Council are made at its meetings by open voting.
Decisions of the Academic Council on matters within its competence are binding on all university employees and students. The Academic Council has the right to monitor the implementation of decisions made.
Each member of the Academic Council must be guided by the interests of Baishev University and the current legislation of the Republic of Kazakhstan, and has the right to make proposals for improving processes related to the competencies of the Academic Council.
