Scientific Technical Council


The Scientific and Technical Council (STC) is the highest permanent coordinating, advisory and expert body of the university in the field of formation and practical implementation of scientific, scientific-technical and innovative activities, which is created for the purpose of effective interaction of all segments of the university science sector and active involvement of the faculty in scientific research activities.

The Chairman of the STC is the Vice-Rector for Science and Strategic Development.

The purpose of the Scientific and Technical Council is to intensify the scientific activities of the teaching staff, effectively implement the scientific policy of the university, and popularize the scientific achievements of the university.

The main tasks of the Scientific and Technical Council:

  • implementation of the unified policy of the university, the University Development Program in the interests of effective development of science, determination of promising areas of research taking into account national and global trends;
  • ensuring the participation of the university’s teaching staff in the creation of scientific products and increasing the competitiveness of scientific research results, providing recommendations for their implementation;
  • maintaining and developing the scientific potential of the university;
  • conducting scientific expertise on fundamental and applied scientific research;
  • selection and nomination of promising completed research works of scientists and students of the university;
  • promoting the development of innovative activities;
  • development of international relations for the organization of joint scientific research and promotion of the development of effective cooperation of the university with leading domestic and foreign scientific centers, including within the framework of international programs.

Competence of the scientific and technical council:

  1. review and approval of scientific directions, thematic plans of the university;
  2. conducting an examination and selection of proposals for R & D, innovative projects, R & D;
  3. evaluation of the results of R & D of the university’s structural divisions, contractual and initiative R & D;
  4. monitoring of R & D in higher schools, scientific divisions;
  5. making decisions on all fundamental issues of organizing the scientific and research activities of the university;
  6. hearing annual reports of R & D managers, heads of scientific laboratories, centers;
  7. examination of monographs, textbooks, teaching aids, scientific articles;
  8. review and recommendation for publication of textbooks and teaching aids and educational and methodological developments, monographs;
  9. assistance in attracting representatives of the business community, financial institutions, as well as leading scientists of the Republic of Kazakhstan, near and far abroad to conduct joint scientific research;
  10. development of proposals and recommendations for improving the scientific activities of the university’s structural divisions.
